Col. Patrick Rhatigan, 19th Airlift Wing commander, along with Chief Master Sgt. Rhonda Buening, 19th Airlift Wing command chief, congratulate Senior Master Sgt. Shawn Payne, 913th Operations Support Squadron aircrew flight equipment superintendent, for his selection as Combat Airlifter of the Week Jan. 12, 2015, at Little Rock Air Force Base, Ark. Payne was pivotal in the 913th Operations Support Squadron’s transition from the C-130 schoolhouse mission to a new combat-coded, Total Force mission; As the aircrew flight equipment superintendent, he took charge of building a multi-million dollar AFE shop from scratch.
