Cheers rang loud in the base theater Monday, Aug. 29, 2011, as the ratings from the 19th Airlift Wing's Logistic Compliance Assessment Program inspection were called out. Intense preparation, high spirits and great expectations paid off with an overall score of Excellent and 16 individual outstanding performer awards.

The LCAP started Aug. 22 and wrapped up Monday. Inspectors looked at 428 task evaluations and observances performed by the 19th Mission Support Group and 888 performed by the 19th Maintenance Group.

The LCAP team looked for a qualified and proficient work force, tech data compliance, safety compliance, asset accountability and facility and equipment, said Capt. Naomi Donovan, 19th Equipment Maintenance Squadron Maintenance Operations Officer. "The 19th AW prepared our logistics community by breaking down the functional areas. We created working groups to tackle each inspection element."

Chief Master Sgt. Kevin Inskeep, 19th Maintenance Group superintendent, said that the wing prepared for the inspection with a lot of hard work and team work, referring back to the basis and keeping a good attitude.

Inspectors had a lot say as they observed each group, but one thing that was widely observed was the attitudes each group maintained during the inspection.

The captain said Col. William Zack Zeck, Air Mobility Command A4T division chief, said he saw some of the best attitudes he has seen, and the chief said inspectors noticed positive attitudes from all maintainers, and said they are accomplishing the mission with a group of young individuals.

Rating levels for an LCAP range from unsatisfactory, marginal and satisfactory, excellent to outstanding. The individual groups of the 19th AW proved that their work ethic and performance is proficient with an average rating of Excellent.

"I'm very proud of what the maintainers were able to accomplish with everything we've got going on around the world, the chief said. They never lost focus on the inspection and what they needed to do, and they came through with flying colors. The Excellent rating truly shows what a group of individuals can do when they put their minds to it and work as a team.

With all the groups combined, there were 16 individual outstanding performers awarded. These individuals were: Tech Sgt. David Churchill from the 19th Maintenance Group/Quality Assurance; Senior Airman Daniel Ivanshenkov, Staff Sgt. Galen Bird, Staff Sgt. Justin Bordelon, Staff Sgt. Todd Caulfield, Staff Sgt.
