Base honors Arkansas’ fallen

Base flags will be lowered to half staff when the governor of Arkansas issues proclamations honoring active-duty servicemembers, including National Guard members on Title 10 orders, who have fallen in combat.

"It's the right thing to do when one of Arkansas' sons or daughters gives the ultimate sacrifice," said Col. Greg Otey, 19th Airlift Wing commander said.

Department of Defense Instruction 1005.6 (March 2008) allows federal military installation commanders to authorize flags be at half staff for the death of a member on active duty, if the governor of the state has issued a proclamation. Before March 2008, when state governors issued proclamations, military installations didn't have to comply because the previous DoD guidance didn't allow for them to do so.
